Two Pathways, Not One
Most articles talk about “countries where you can exchange your license” as if it is one process. It is not. The UAE has two distinct pathways for foreign license conversion, and the difference between them is significant:
- Direct Exchange — 52 countries. Your foreign license is converted to a UAE license with no tests required. You complete an eye test and medical fitness check, submit your documents, and your license is issued. No theory test. No road test. The entire process takes 1–2 weeks.
- Golden Chance Road Test — any country with a valid foreign license that is not covered by Direct Exchange. You skip the full mandatory training programme, but you must still pass a knowledge test and a 30–40 minute practical road test. No mandatory lessons, but optional practice is available. If you fail the road test, you lose Golden Chance eligibility and must complete full training from scratch.
Knowing which pathway applies to you before you do anything else is the most important step. If your country is in the Direct Exchange list, you get the no-test route. If it is not — or if you are from a country without a bilateral agreement — you qualify for Golden Chance instead. The quiz below gives you a personalised answer in 60 seconds.

The table below lists countries with Direct Exchange (no tests) and example countries with Golden Chance. Golden Chance is not limited to this list — any country with a valid foreign license not covered by Direct Exchange qualifies. Countries not shown qualify for Golden Chance by default. Agreements are reviewed periodically — verify with your nearest ITC branch or use the quiz above.

Important Conditions That Apply to Everyone
Your License Must Be Valid — Not Expired
This is the most common barrier people encounter. An expired foreign license cannot be converted under any pathway. If your license expired before you arrived in the UAE, you need to renew it in your home country first. Plan ahead: if your license expires within 6 months of your planned relocation, renew it before you leave.
Minimum Holding Period
Most countries require that you have held your license for a minimum of 2 years continuously. This prevents people from obtaining a license abroad specifically to convert it to a UAE license without real driving experience. Some European countries in the Direct Exchange list have a 1-year minimum instead of 2.
Language and Translation
Licenses in English or Arabic are accepted directly. Licenses in other languages require an official translation from a notarised translator and apostille attestation from your home country’s embassy or consulate in the UAE. Allow 3–7 days for this step and budget AED 200–500.
USA and Canada: State and Province Matter
Not all US states or Canadian provinces are treated identically. Some state licenses qualify for Direct Exchange; others require a Golden Chance road test. The quiz at the top of this page has state and province-level data built in. If you are from the USA or Canada, use it rather than assuming from the table above.
Medical Fitness Test
All applicants — Direct Exchange and Golden Chance — must pass a basic medical fitness test covering vision, hearing, and reaction time. This is conducted at an approved clinic as part of the traffic file opening process and is not a barrier for the vast majority of applicants.
Your Country Is on the List: Next Steps
- Verify via the quiz — take the eligibility quiz to confirm your specific pathway, license holding period requirements, and what documents you will need
- Gather your documents — valid passport and copy, current driving license and certified copy, medical report from an approved clinic, proof of UAE residence, and translation plus attestation if your license is in a non-English language
- Prepare for your road test if applicable — if your country requires Golden Chance, consider booking 3–5 practice lessons with an experienced instructor who knows the Abu Dhabi test routes before sitting the test
- Submit your application at your nearest ITC branch — processing takes 1–2 weeks from submission to license issuance
Your Country Is Not in the Direct Exchange List
If your country is not in the Direct Exchange list, you qualify for the Golden Chance pathway — provided you hold a valid (non-expired) foreign driving license. Golden Chance means no mandatory practical lessons: you sit a knowledge test and a road test only. If you do not hold a valid foreign license at all, you will need to complete full training (AED 6,500–10,000, 3–6 months). Take the quiz to confirm your specific pathway.

Frequently Asked Questions
I am from a Golden Chance country. What happens if I fail the road test?
You lose the Golden Chance pathway permanently. You must then complete full training — mandatory theory classes, minimum practical lessons, and the standard road test. This is why optional practice lessons before the Golden Chance road test are so strongly recommended: the cost of failure is much higher than the cost of preparation.
Do bilateral agreements change?
Yes. The UAE periodically updates its agreements with other countries. Countries can be added to or removed from both lists. The information above reflects the position as of early 2026. Always verify with the ITC or the eligibility quiz before starting any process.
My family member has a license from a different country than me. Do their rules differ?
Yes. Each person’s pathway is determined by their own license and country of origin. Your spouse or family member may qualify for Direct Exchange while you qualify for Golden Chance — or vice versa. Each person applies individually.
I have dual nationality. Which country do I use?
You use the country that issued the driving license you are converting. If you hold licenses from two countries, you choose which one to convert — and can choose whichever gives you the more favourable pathway.
