How it works
Visitors on a tourist or visit visa from 45+ recognised countries drive on their home licence alone. Everyone else can still drive — with an International Driving Permit carried alongside the original licence. GCC licences are generally accepted.
Residents are different: once you hold a residence visa, only a UAE licence counts. Driving on a foreign licence or IDP as a resident is illegal — the fix is conversion, which for many countries is a direct exchange with no test.

The official list is the floor, not the ceiling — if your country isn't on it, that means "bring an IDP", never "you can't drive". Rules change; confirm with the rental counter or the MOI before travelling.

Can tourists drive in the UAE on their home licence?
Visitors from countries recognised under the MOI's Markhoos initiative can drive on their home licence alone. Visitors from other countries can still drive — they need an International Driving Permit (IDP) alongside their original licence. GCC licences are generally accepted.
Can a UAE resident drive on a foreign licence or an IDP?
No. Once you hold a UAE residence visa you must hold a UAE driving licence to drive — a foreign licence or IDP no longer covers you, even if it did when you arrived as a visitor. Depending on your licence country, conversion can be a direct exchange with no test.
Do I need an International Driving Permit to rent a car in the UAE?
It depends on the country that issued your licence. Around 46 countries are recognised for visitors to drive without an IDP; licences from anywhere else need an IDP alongside the original licence. Get the IDP in your home country before travelling — it can't be issued after you arrive.
Which countries can drive in the UAE without an IDP?
The MOI's published list includes the UK, USA, Canada, Australia, New Zealand, most EU countries, China, Japan, Singapore, Hong Kong, South Africa, Turkey and others — plus GCC licences. A few (Japan, Turkey, Greece, South Korea are commonly cited) may also need a certified translation.
How long must a visitor have held their licence to rent a car?
Most rental companies require the home licence to have been held for at least 12 months, and some want the IDP to be at least 12 months old too. This is company policy rather than law — we confirm the exact rule with our partner before you commit.
