How the UAE Traffic Enforcement System Works
Every traffic violation in the UAE triggers two separate penalties:
- A financial fine — a one-time monetary penalty you must pay
- Black points — demerit marks that accumulate on your driving record
These work independently. Paying a fine clears your financial obligation but does not remove the black points. Points accumulate; reach the suspension threshold and your licence is automatically suspended.
Important: Fine amounts and black point values are set by law and updated periodically. Always verify current amounts at tamm.abudhabi or through the Abu Dhabi Police app before making decisions based on specific figures.
The Black Points System
Black points are added to your national driving record with each violation. They accumulate across all seven emirates — violations in Dubai count the same as violations in Abu Dhabi.
Suspension and Cancellation Thresholds
| Points Accumulated | Consequence |
|---|---|
| 24 points | Licence suspended for 3 months |
| 36 points | Licence permanently cancelled; must reapply and retest from scratch |
After a 3-month suspension your points are reset to zero, but the suspension history remains on your record and affects insurance premiums. The path to 24 points is shorter than most drivers realise — six mobile phone violations alone reach that threshold.
When Do Points Expire?
Black points from a specific violation expire 12 months after that violation’s date. Each violation’s points expire independently — a new violation does not reset the expiry timer on previously accumulated points.
Common Violations and Their Impact
The table below shows the typical penalty tier for common violations. Exact fine amounts are set by Abu Dhabi Police and change periodically — check official channels for current figures.
| Violation | Severity | Typical Black Points |
|---|---|---|
| Speeding 1–20 km/h over limit | Minor | Low |
| Speeding 21–40 km/h over limit | Moderate | Moderate |
| Speeding 40+ km/h over limit | Serious | High (can trigger suspension alone) |
| Running a red light | Serious | High |
| Mobile phone use while driving | Serious | High |
| Seatbelt violation (per person) | Serious | High |
| Unsafe lane change | Moderate | Moderate |
| Not maintaining safe following distance | Moderate | Moderate |
| Driving without a valid licence | Critical | Very high |
| Driving without insurance | Critical | Very high |
| Driving under the influence | Criminal | Maximum + criminal charges |
High-Risk Violations Explained
Speeding
The most frequently penalised violation in the UAE. Abu Dhabi operates strict speed limit enforcement — there is no official tolerance buffer as exists in some other jurisdictions. Fixed cameras, mobile cameras, and average-speed cameras monitor major roads continuously. Read our speed cameras guide to understand where enforcement is heaviest.
Mobile phone use
Holding, reading, or interacting with a phone while the vehicle is moving is a serious offence. Hands-free Bluetooth use is legal; anything that requires holding the device is not. Six violations in 12 months can result in licence suspension through black point accumulation alone.
Seatbelts
The driver is responsible for all occupants being belted. Every unbelted passenger is a separate violation. A car with four unbelted occupants results in four independent fines plus four separate sets of black points — all applied to the driver’s record.
Driving without insurance
One of the most severely penalised violations in the UAE. Insurance lapses even by a single day flag automatically in the ITC system. Set a renewal reminder 30 days before your policy expires and never drive on an expired certificate.

TAMM Portal (Official)
The UAE government’s central services platform. Visit tamm.abudhabi, log in with your UAE Pass, and search “Traffic Violations”. You can view your current black points balance, all outstanding fines with payment deadlines, and your full violation history.
Abu Dhabi Police App
The official mobile app provides real-time access to your violations. Download “Abu Dhabi Police” on iOS or Android, log in with your Emirates ID, and navigate to “Traffic Services”. Faster than the web portal for routine checks.
In person
Visit any Abu Dhabi Police Traffic Department office with your Emirates ID and driving licence for a printed record.
How to Pay Traffic Fines
You can receive a 35% discount if you pay within 60 days of the fine being issued. After that, the amount increases. Serious unpaid fines can result in vehicle impoundment, licence suspension, and an emigration hold — which prevents you from leaving the UAE until all debts are cleared.
- Online: TAMM portal or the Abu Dhabi Police app; pay by credit or debit card; status updates within 1–2 hours
- In person: Any Abu Dhabi Police Traffic Department office; cash or card accepted
- Via bank: Some banks accept fine payments through their app or ATMs
Contesting a Fine
You can submit an appeal within 30 days of the violation through the TAMM portal or in person at an Abu Dhabi Police Traffic Department office. Success rates are low — speed cameras and red-light cameras produce photographic evidence that is difficult to contest unless there is a clear system error. Only appeal if you have concrete evidence (e.g., the photo shows a different vehicle).
New Driver Risk Profile
New drivers accumulate violations at a higher rate than experienced drivers. Common reasons: unfamiliarity with road layouts leading to unsafe lane changes; using navigation on a handheld phone; not yet internalising Abu Dhabi’s strict speed limits after driving in more lenient jurisdictions.
The financial cost of violations is significant, but the black points impact is more serious — a few incidents in quick succession can push a new driver toward suspension within their first year. See our guide to common new driver mistakes for specific scenarios to avoid.
Frequently Asked Questions
Do points from Dubai count toward Abu Dhabi suspension?
Yes. The UAE traffic system is unified. Points accumulate nationally regardless of which emirate issued the violation.
If I pay a fine, do the black points disappear?
No. Paying the fine clears your financial obligation only. Black points remain on your record for 12 months from the violation date.
What happens if I leave the UAE with unpaid fines?
Serious consequences. Outstanding fines result in a flag that prevents re-entry and can affect future visa applications. Always clear fines before leaving the country.
New drivers — do we get leniency?
No. UAE traffic law applies equally to all drivers. There are no reduced fines or warnings for new licence holders.
